Minutes of the Scio DDA meeting held on March 13, 2006

Chairman Upton called the meeting to order at 12:20PM

Members Absent: None
Others Present: Coe, DelVecchio, Dries, Fecho, Hedberg, King, Knoll, Lewan, Palmer
Report by Jennifer Coe of Carlisle/Wortman:
Coe distributed a draft copy of the Scio Township Downtown Development Plan. She then went through and explained the details to the DDA Board and the Scio Township Board Members and others attending the meeting. The document is available at the Township offices for review.
A discussion followed outlining the steps to be taken in preparation for a public meeting, which will be held at the Washtenaw Independent School District on April 26, 2006 from 6-8:30 PM. An agenda for the meeting was distributed and reviewed. Methods of announcing the meeting to interested parties were discussed and decided upon.
After the report and ensuing discussion Chairman Upton opened the business portion of the meeting at 1:50 PM.
Holland moved and Nielsen seconded a motion to approve the minutes of February 13, 2006 as revised. All attending members approved the motion.
Notes from the Road Committee meeting of February 23, 2006 were received and filed.
Washtenaw County Road Commission Report:
DelVecchio has met with 8 more property owners. All of the 8 properties will require variances. Some first offers should be made by April. An estimate of the total cost of ROW purchase was suggested.
There was a discussion as to the availability of water for Jackson Roads future development. Should we look into developing a Scio water plant? What should be the DDA involvement?
Landscape Consultant’s Report:
Hedberg was substituting as recording secretary and thus had no report.
Chairman’s Report:
Chairman Upton, working with Treasurer Bliss and Executive Director DeLong will draft a DDA budget to submit for approval at the April meeting.
The Consultant Selection Recommendation Committee recommended that the DDA ask Bendzinski & Co. to submit a proposal to act as the DDA’s financial consultant in our task of revising the DDA’s Development and Tax Increment Financing plans.
Bliss moved to ask Bendzinski & Co. to submit a proposal and fee schedule. Weaver seconded the motion. The motion was approved unanimously.
Chairman Upton will ask Executive Director DeLong to contact Bendzinski & Co. It is hoped that we can review and act on the proposal at the April DDA Board meeting.
Chairman Upton asked Member Holland to act as chair of the Nominating Committee and submit a list of candidates for the DDA officer positions at the Annual Meeting in April. Chairman Upton informed the Board that he will be absent from the April meeting, as he has been summoned for jury duty that day.
Township Manager’s Report:
Fecho is preparing a resolution regarding the financial arrangements between the DDA and the Township in connection with the Baker Road SAD. The DDA and Township Boards must approve the resolution.
Executive Director’s Report:
A balance sheet as of February 28, 2006, a cash flow summary of the fiscal year to date, and investment summary from the Ann Arbor Commerce Bank were submitted with the agenda. A brief note of explanation about the transfer of funds from the checking account to a higher paying CD was also included. DeLong was not present at the meeting to answer questions.

Cornish moved and Bliss seconded a motion to approve the invoices as presented.
There was a roll call vote: Yes: Bliss, Colvin, Cornish, Fox, Holland, Luckhardt, Nielsen, Upton, Weaver; No: none. The motion passed.

Nielsen moved to adjourn at 2:38 PM. Cornish seconded the motion. All members approved by voice vote.
