Chair Arbour called the meeting to order at 12:10 PM, complaining about the various spellings of his name. Apparently too much choice for him.

 

Members Present: Arbour, Clark, Cornish, Holland, Mayo and Upton

 

Members Absent: Fox, Rae and Weaver

 

Others Present: Del Vecchio, Egeler, Fecho, Hedberg and Siddall.

 

Public Comment: there was none

 

Minutes:

 

Cornish moved and Upton seconded a motion to accept the minutes of 5-11-09. The motion passed by a yes vote by all members present.

 

There were no Road Committee minutes.

 

Washtenaw County Road Commission Report:

 

Frank Del Vecchio advised with regard to open condemnation issues, parcel 22 has been resolved with payment for asserted damages to the home’s walls. The sign at Sheridan Books will be restored.

 

With regard to parcel 31, mitigation plans/repairs will be scheduled for July or August.

 

With regard to Parcel 32 (Print Tech), both sides rejected the case evaluation result. The Scio Board passed a resolution that would address some of the issues upon which the property owner seeks reimbursement, and this may reduce their claim. There now appears to be a sewer problem unrelated to road construction. The settlement conference has been rescheduled to the end of June.

 

 Parcel 38 is still in the process of settling all of the issues relating to possession after closing, particularly in light of the property owners apparent desire to take some of the fixtures. A Phase I environmental study will be completed by ASTI for approximately $1800.

 

Driveway reconstruction will be taking place at Lowes.

 

Case #178 has been through case evaluation, and the WCRC rejected the award. A settlement offer has been received from the Plaintiff and rejected, and the WCRC has now made a counter-offer in settlement. The settlement conference was postponed to June 19th.

Sheryl Siddall reported that west bound concrete work has been completed, turn-arounds have been completed, and sidewalks have been completed. It is expected that traffic will be switched on June 22nd, and that while work is about two weeks behind, it is expected that the time will be made up in the next phase.

 

 

Landscape Consultant’s Report:

 

Nancy Hedberg and Sheryl reported that they are working on the configuration of the sidewalks/parking areas at Arbor West offices, and that an attempt is being made to achieve some clear separation between parking and the sidewalk.

 

Chair’s Report: Chair Arbour had no comments.

 

Township Manager’s Report:

 

Darrell Fecho reported regarding details of the Jackson Road Cruise, and reported that there will likely be a second (annual) event next year, thought the precise date has not been selected.

 

NEW BUSINESS

 

Parkland Plaza sidewalks:

 

Darrell Fecho has been advised that the hoped for approval of funding for the sidewalks in Parkland Plaza has been rejected by HUD, which indicated that the project needed to encompass a larger geographic area to qualify, and the larger area now included raised the income levels to a point that the project no longer qualified for block grant funding. As a result, other possible means of funding were discussed, including some Metro Act funds that the Township has received, but given the economic climate, it was felt best to not spend DDA funds, but to continue to monitor the situation in light of future finances, and to review such projects at the time the next budget is prepared.

 

Financial Report:

 

Sandy Egeler noted that the Townships annual audit was underway by Plante Moran. The current financial report was received from Sandy Egeler, and the following invoices were presented for payment:

Mayo moved seconded by Cornish, to authorize the DDA to pay the foregoing invoices.  On a roll call vote, Arbour, Clark, Cornish, Holland, Mayo and Upton voted yes. Fox, Rae and Weaver were absent. The motion carried.

 

OLB BUSINESS

 

Marty Mayo noted that while she had received data on the Jackson Road bus service, she had not had time to evaluate it. Marty will call together the subcommittee which studied these issues earlier and report back.

 

Adjournment:
