Chair Arbour called the meeting to order at 12:05 PM.

 

Members Present: Arbour, Clark, Holland, Mayo and Rae

 

Members Absent: Cornish, Fox, Upton and Weaver

 

Others Present: Del Vecchio, Egeler, Fecho and Siddall.

 

Public Comment: there was Tom Partridge, John Gundrum and Kerry Drye all spoke and urged the DDA to continue the Peoples Express bus service on Jackson, given that the contract for such services between the DDA and Peoples Express ends on July 31st. It was explained to them that the contract would not be renewed as it was only intended to be a one year study, and further, the DDA cannot make such a financial commitment.

 

Minutes:

 

Mayo moved and Rae seconded a motion to accept the minutes of 6-8-09. The motion passed by a yes vote by all members present.

 

There were no Road Committee minutes.

 

Washtenaw County Road Commission Report:

 

Frank Del Vecchio advised with regard to open various open issues: parcel 25 has a sign to be raised; parcel 31 has parking modifications and fencing to be resolved; parcel 32 has a settlement conference scheduled and a trial date of 1/25/10; parcel 38 has had a judgment entered, the property purchase has been closed, and possession occurs 1/1/10;  parcel 39 needs signage repaired; parcels 49-51 need driveway repairs; parcels 169-170 need drainage issues addressed; parcel 178 has a trial date set for 10/26/09; parcel 182A needs drainage and grading repairs; parcel 185A needs sidewalks adjusted; parcel 187 has drainage issues; and parcel 191 needs a tree removed.

 

Sheryl Siddall discussed modifications that have been required during construction, particularly with regard to the sidewalks and drainage flows.

 

Landscape Consultant’s Report:

 

There was no report

 

Chair’s Report: Chair Arbour had no comments.

 

Township Manager’s Report:

 

Darrell Fecho reported regarding tentative details of next year’s Jackson Road Cruise, with a tentative date of May 22nd, which is the weekend before the Memorial Day weekend. It should also be the grand opening of Jackson Road.

 

NEW BUSINESS

 

Bus service:

 

Marty Mayo provided an analysis of bus service provided by Peoples Express, with an in-depth analysis of ridership during the month of April. She noted that travel times are pretty much evenly spread over the entire day, and there is no apparent “rush hour.” The average was 46 riders a day and a total monthly ridership of 1013. Four stops constitute the majority of travelers: Scio Farms, Meijer’s, Lakestone & co-housing, and the AATA bus stop. Darrell Fecho mentioned that there was a possibility of some financial assistance to be provided by one or more of the housing complexes.

 

Financial Report:

 

The current financial report was received from Sandy Egeler, as well as the final audited year’s end financial report, and the following invoices were presented for payment:

Mayo moved seconded by Clark, to authorize the DDA to pay the foregoing invoices.  On a roll call vote, Arbour, Clark, Holland, Mayo and Rae voted yes. Cornish, Fox, Upton and Weaver were absent. The motion carried.

 

OLB BUSINESS

 

The continuation of Frank Del Vecchio’s consulting contract was discussed, which proposed a continuation of monthly payments to 10/31/2009, and an hourly rate thereafter, and

 

Holland moved seconded by Arbour, to authorize the DDA to execute an extended contract with Frank Del Vecchio as represented.  On a roll call vote, Arbour, Clark, Holland, Mayo and Rae voted yes. Cornish, Fox, Upton and Weaver were absent. The motion carried.

 

 

Adjournment:

 

A motion was made by Holland, seconded by Mayo, to adjourn the meeting.  The motion carried.  Meeting adjourned 1:25 p.m.
